has urged India to fast-track its internal official processing of the
agreement concerning the UNICORN (Unified Complex Radio Antenna) naval
radar system.

· UNICORN stands for Unified Complex Radio Antenna
and is associated with a naval radar system.
· India and Japan have reached a basic agreement on
transfer of the technology.
· Japan has urged India to fast-track the internal official
processing required for the agreement.

defence technology cooperation, particularly in naval capabilities.

QUAD Naval Cooperation
· The next naval exercise involving the QUAD member-states
is expected to be conducted near the Sea of Japan before the end of
2026.
· The exercise provides a platform for strengthening multilateral
naval cooperation among the participating countries.

Japan’s Evolving Security Environment
· Japan plans to overhaul major policy documents relating
to defence, national security and military supply plans, against the backdrop
of conflicts in West Asia and Ukraine.
· Japan is monitoring military activities involving China,
Russia and North Korea.
· Concerns highlighted by the Japanese official include China’s
increasing military expenditure and activities around Japan and China–Russia
joint bomber flights near Japan.
· The official also stated that North Korea is assisting
Russia in Ukraine and receiving technology from Russia in return.

Strategic Significance
· The UNICORN technology-transfer initiative can deepen India–Japan
maritime and defence-industrial cooperation.
· Together with naval exercises, it indicates an expansion
of bilateral engagement from military interaction towards technology and
operational cooperation.
· These developments occur alongside Japan’s broader
reassessment of its defence and national-security framework amid changing
regional and international security conditions.
