Current relevance:
The Department of Land Resources (DoLR), Ministry of Rural Development, is set to launch the Operational Guidelines for Digital India Land Records Modernization Programme(DILRMP)3.0 (2026–2031).
Highlights:
DILRMP
3.0 – Key Features:
1.
DILRMP 3.0 (2026–2031) will be
implemented by the Department of Land Resources across all States and
Union Territories as a Central Sector Scheme.
2.
It has an anticipated financial outlay of ₹565.50 crore
for its five-year implementation period.
3.
Building on the near-complete computerisation of land
records achieved in earlier phases, DILRMP 3.0 shifts from digital
record-keeping towards an integrated land-governance ecosystem.
4.
It proposes a comprehensive GIS-enabled “Land Stack”
as Digital Public Infrastructure (DPI), integrating maps, land ownership
details, property registration and court cases into an interoperable
system.
Major Interventions:
1.
Universal Bhu-Aadhaar (ULPIN) will provide a 14-digit
unique identification number to every land parcel, enabling clear and
secure identification of properties.
2.
Cadastral maps will be completely digitised and
georeferenced with precise geographical coordinates.
3.
End-to-end online and paperless property
registration will be introduced along with a new Registration Repository.
4.
75 Sub-Registrar Offices (SROs) are proposed to be
upgraded into modern Registration Seva Kendras with an outlay of ₹37.5
crore.
5.
A paperless Revenue Court Case Management System
(RCCMS) will be integrated with land records to track disputes and reduce
the time and cost of legal proceedings.
6.
The programme also provides for the completion of the NAKSHA
Pilot for urban areas.
Citizen-Centric
Land Governance:
1.
DILRMP 3.0 focuses on improving both “Ease of Living” and
“Ease of Doing Business” through technology-driven land services.
2.
API-based secure integration will enable
different land-related systems to exchange information and provide
interoperable services.
3.
Digital and integrated services are intended to reduce the
need for citizens to make repeated physical visits to government offices.
4.
The programme seeks to provide proactive, reliable and
accessible citizen-centric land services.
Significance:
1.
An upgraded DILRMP-MIS dashboard will facilitate real-time
monitoring of implementation and progress.
2.
Integration of ownership records, cadastral maps,
registration and revenue-court cases can strengthen transparency and
coordination in land administration.
3.
Georeferenced land parcels and unique identification
through ULPIN can contribute to clearer identification and management of
land records.
4. Overall, DILRMP 3.0 seeks to create a trusted, integrated and future-ready Land Information Ecosystem as part of the vision of Viksit Bharat
